Personally, I like each verse that contains a part of a quote to have a closing quote preceded by a comma indicating the quote continues. Also, I like to explain the blowers in knots to the reader, so I suggest,

{113:1} Say, "I seek refuge in the Lord of daybreak,"
{113:2} "From the evil of that which He created,"
{113:3} "And from the evil of darkness when it settles,"
{113:4} "And from the evil of the blowers in knots (witchcraft practitioners),"
{113:5} "And from the evil of an envious [person] when he envies."

I think the standard English is not to close a continuing quote. Even if there is a comma, the quote could have ended since a comma or a period following the end of a quote is written inside the quote (don't ask me why).
